Dear Sirs,

I must apologize for writing in English and I hope that you would be able to read, understand and respond accordingly to my letter.

I am writing on behalf of my wife –Ksenia Artmonova who has fallen victim to a severe fraud which here in England would have been treated with all the seriousness and responsibility.
However in Israel the police (MISHTERET ISRAEL) has taken more than 2 months to look into that - rather simple matter and all my requests have been totally ignored and the representative of the Local Police Station has refused talking to me using rather inappropriate language and has raised his voice repeatedly!! Perhaps I am no longer used to the way Israeli Police operate, totally ignoring Citizens who still pay taxes in Israel! I am shocked, distressed and speechless! I would appreciate anything you can do in the matter especially taking into account we have nobody else in Israel and we no longer live in Israel at least for the next 3 years!
The problem started upon my wife’s last visit to Israel 20-25 March 2009 when she noticed that her bank Hapoalim has agreed to “ORAAT KEVA” to “HOT” Israeli television and the signature has been falsified. She immediately went to the local POLICE STATION – ZVULUN in Kiriat Haim and reported giving the address of where the service from HOT is provided. My wife had to pay a lawyer to write to both HOT and HAPOALIM. Despite the ignorance and misconduct by both the bank and HOT I still emphasize my complaint on ISRAELI POLICE-MISHTERET ISRAEL.
A few days ago the following has occurred to us:
1) HOT has not taken off the subscription despite the letter received from us and over 20 phone calls to disconnect
2) Bank has allowed another ORAAT KEVE for Mey Eden.
3) We have received a phone call from YES (luckily we had our Israeli cellphone on) and they asked us when do we want… the equipment installed

After we have discovered all of the above (2 months after the TLUNA has been given to the Israeli Police) I rushed to call the police station Zvulun in an attempt to get a reasonable explanation why our matter has not been treated yet. I had to speak to the person called GADI who is apparently Head of “HAKIROT” who promised to find out what is going on (call made 10.05.09). I called him back on the 14.05.09 and he told me quote: “I have no news for you and I don’t have to tell you what we are doing in our Hakira”. He shouted at me and asked me to finish the call immediately as he has other things to do. I asked him why is he talking to me like that and why for nearly 2 months the police has not made an attempt to start an investigation and as the result the criminal is continuing in his crime! To which he replied: “you should close your bank account and let us do our job”. He then put the phone down on me.
I am still under a significant shock as I am not used to these conversations with the representative of the Police!!!
Not only we cannot close the bank account as we have many legitimate Oraot Keva coming out, but also it is rather simple for the police to go to the given address and start the investigation on the person living at the address of usage of HOT, Mey Eden etc…
Dear Tluna, I hope you can understand my English and please help me as we are now worried that our lives may be in danger if we (and you) are protected by THAT KIND of Police force in Israel.
I might be writing you again if HOT or Hapoalim bank refuse to cooperate again (and I feel that what is going to happen), but at this stage, I just want the Israeli POLICE to rethink their strategies and Public requests!
